The successful applicant will support the delivery of my mission, which is to ensure Reserves and Cadets in Yorkshire and Humber thrive and endure. We are advertising for an individual who can deliver an optimised, safe, fit for purpose volunteer estate, which is progressively modernised to meet future challenges within a delegated budget and supported by a small team of subject matter experts, administration staff and professionals.
Key Experience Required for the Role
We are seeking a trustworthy and respectful Head of Estates to join the organisation. The successful candidate will possess Senior Executive Officer Leadership experience and have a proven ability to lead a team in a demanding delivery context through significant change. As well as this, you must have Project Management experience in Infrastructure and have a good working knowledge of Health and Safety legislation. A full driving licence (group B) is also essential for this position.

ROLE: Head of Estates

As an Operational Support Manager (OSM), the post holder will work as part of a dynamic team in delivering a safe and effective service for the mass delivery of COVID-19 vaccinations. In particular, the post holder will be responsible for supporting the operational delivery of the local and national mass vaccination site, managing the administrative function to ensure the smooth running of the site.
The OSM will be accountable for the rostering system, coordinating workforce needs, managing logistics, consumables and equipment requirements. The OSM is responsible for ensuring appropriate governance and risk management and acts as the escalation point for resource issues impacting the delivery of the site.
Due to the nature of the role, the post holder will be based on site and will be required to work on a rota where shifts may fall between 07.00-21.00 over any 7 days. Secondments are welcome subject to permission from your employing organisation.

Working closely with the senior management of the site and the organisation your duties and responsibilities will include:
Coordinate all operational support activity for the smooth running of the site.
Make decisions on day to day support required for the successful delivery of the operational support and administrative function.
Responsible for the achievement of safety, quality, and performance targets.
Manage and coordinate the rostering system.
Monitor and coordinate staff demand and availability, ensuring there is enough staff required for the operation of the site (and control for instances such as sick leave).
Support in the management of vaccination performance, ensuring it is maintained and identifying and implementing process improvements.
Assess, plan, implement, manage and evaluate the delivery of operational support to the vaccination programme.
Ensure the entire mass vaccination process is optimised in regard of resourcing and demand.
Implement appropriate workforce models which support the delivery of vaccinations against national targets.
Responsible for individual and team performance management.
Effective line management of the operational support function including managing performance, attendance, and conduct.
Ensure the timely completion of all relevant reports.
Communicate with internal staff and external agencies to ensure compliance with performance targets and safety standards.
Responsible for the ordering of vaccines and subsequent workforce planning to achieve delivery against national targets in accordance with safe staffing.
Liaise with GP practices, NHS organisations and private healthcare organisations to achieve appropriate resource allocation for the delivery of the vaccination programme.
Responsible for the correct sign off and accuracy for the sites payroll, liaising with Finance, HR and invoicing organisations to ensure all workers are paid correctly.
Ensure the safe custody, supply and administration of vaccines, PPE, systems and associated items.
Support with the formulation of long term plans to support with the delivery of COVID-19 vaccinations in accordance with national directives.
Lead on the development of policies and procedures for the operational support function as per service requirements and national guidelines.
Maintain consistent application of all relevant policies and procedures, ensuring compliance at every level.
Utilise a range of information systems to monitor and manage orders, deliveries, staffing, patient data, reporting and finances.
Embed new ways of working in the operational support team and develop, coach and upskill the team in line with continuous improvement principles.
Liaise with third parties to support the effective service delivery, including security, traffic and facilities.
Review all complaints, identify trends, and escalate as per site processes.
Coach and mentor the operational support team on effective conflict resolution and complaints management procedures.
Responsible for the timely response to queries and effective management of the relevant Nimbuscare shared inboxes.
Plan effective recruitment strategies to ensure the sustainable delivery of the service, including admin and volunteer support.
Ensure compliance within the operational support function and deliver against CQC KLOE targets.
Map improvement plans and liaise with the clinical leads, duty managers and site managers to deliver quality patient care and experience in the vaccination programme.
Hold overall accountability for record keeping and compliance with GDPR for the site.

The University is growing and offering increasingly sophisticated events and volunteering programmes, providing opportunities for alumni to engage with our community, our research, and the student experience. These operate through face-to-face, and increasingly, digital channels. Both are essential parts of our activity to strengthen the relationship with Leeds graduates and the University to benefit the whole Leeds community.
You will work across the Alumni Engagement Team to provide administrative support for Events Volunteering and International engagement, helping us ensure that we gather and process data on alumni involved, in a timely, accurate and professional way. This is crucial to our planning and review process, and helping us ensure that our activities are as effective as they can be both for alumni and the University. You will have excellent organisational skills and the initiative to manage your own workload.
You will collect and manage a large volume of data quickly and correctly, so organisational ability and attention to detail is crucial. You will be managing a wide range of administrative tasks simultaneously, so you must be able to prioritise your workload effectively. Just as importantly though, you will be a people person who works best as part of a team, and have a commitment to ‘customer’ service, whether to alumni, staff across the Alumni and Development Team, or the wider University.
At present, all our events, and most volunteering activity is run online through digital channels. We expect over time that we will begin to run in-person activity again. You will be comfortable with supporting both.
