We have an excellent opportunity for an Economic Consultant (With ambition to get to Senior Consultant or above) to join a fast-growing Economic Development Consultancy during their early stages of growth.

We have plans for further growth (Immediately growing from a team of 12 to 16) and are now looking for two experienced and driven people to develop senior level roles within our ambitious and fast-growing consultancy. We are looking for experienced economic development professionals with a range of relevant technical skills and the ability to manage challenging projects. The role involves working with existing clients and developing relationships with new ones.

The Role(s)

• Principal and Seniors Consultants (positions offered will depend on candidates' experience and skills);
• Manage and deliver projects (to time, cost, and required quality) as a Project Manager;
• Deliver high quality quantitative and qualitative consultancy and analysis, and produce high quality written reports;
• Manage multi-disciplinary teams and support the development of junior team members;
• Lead and/or contribute to the submission of proposals to support work-winning; and
• Maintain and develop client relationships and develop contact network to help build our client base and strengthen the team.

• Experience in a modelling role within a consulting agency or academic institution

• Knowledge and practical application of all relevant methods of economic evaluation

• Experience of developing models to support economic strategies

• High level of competency in Excel and modelling skills are essential

• Competency in conducting statistical analyses in R, Stata or other relevant software/platforms would be an advantage

• First class communication skills with the ability to engage with clients in issues relating to projects in area of responsibility

• Time management skills, including the ability to manage own time to meet deadlines

• Self-motivated, ambitious, and flexible with an ability to cope under pressure / with competing demands

Role Overview

OCE consists of a team of approximately 15 economists, analysts and assistants. It contributes to the operational, policy and strategy work of the Bank by providing intellectual leadership on economic and financial aspects of transition in the region. OCE is responsible for research on critical economic issues relevant to the transition region and EBRD operations, macroeconomic analysis in support of country work, and relations with academia. It also leads the design and implementation of large-scale surveys (such as the Enterprise Surveys, Banking Environment and Performance Surveys and Life in Transition surveys); randomised impact studies; and the production of most major external publications produced by the OCE, including the annual Transition Report.

The Analyst, Surveys, contributes to the preparation, running and analysis of the core surveys conducted by OCE regularly – household surveys, the enterprise surveys, the banking surveys and various smaller surveys on specific topics – either independently or under the supervision of a senior economist. They are responsible for the independent management of large-scale datasets based on the results of several rounds of surveys and linking the results of the data analysis with various products of the Bank.  The Analyst will also provide research assistance for non-survey related projects.

This role will initially be offered as a 2 year Fixed Term Contract, with the potential to extend.

Accountabilities & Responsibilities

 • Organise and manage on a day-to-day basis large-scale household, enterprise and banking surveys in OCE, including survey instruments, supervision of data delivery, data cleaning and maintenance of datasets

• Assist with the analysis of the data obtained from the surveys

• Based on the survey data, contribute to the generation of key OCE products, including Regional Economic Prospects, sections in the Transition Report or working papers

• Assist with developing new or updated survey instruments (questionnaires)

• Assist with organisational tasks, such as managing selection of consultants implementing field work for the surveys

• Performing ad hoc assignments, including presentations and briefing notes on specific topics based on the results of the surveys

Knowledge, Skills, Experience & Qualifications

• Master's degree in economics or a related field

• Experience in managing large micro datasets

• Knowledge of or/and experience with economic modelling based on survey data

• Strong analytical and quantitative skills, including a strong knowledge of Stata and preferably R software

• Excellent written and oral communication skills in English

• Good interpersonal skills

• Familiarity with the EBRD region of operations and work or study experience in the region is helpful

• Knowledge of one or more languages of the region is an advantage.

About the role

We are looking for a Senior Consultant / Senior Research Manager (SRM) with a background in economics or economics policy research to work principally on projects for our UK clients. Our clients include central and local government along with a range of voluntary, community and social enterprise (VCSE) organisations. Depending on your knowledge and policy interests, you would contribute to our work in the areas of enterprise and industry, innovation, education, employment and labour markets, children, young people and families, health and well-being.

Senior Consultants / Senior Research Managers (SRM) take responsibility for managing medium and large-scale research and evaluation contracts, working with Project Directors and research teams on a range of research and evaluation projects. As an SRM you will be involved in work winning as well as project implementation from inception through to final reporting and dissemination.

As an experienced economist or economic researcher, you must be confident in designing and implementing evaluations, including developing sampling approaches, contributing to and overseeing data collection undertaking data analysis, and developing a range of outputs including reports and presentations. You will have a strong understanding of economic analysis and quantitative research approaches relevant to economic evaluations and mixed-method performance and impact evaluations.

Providing effective project and client management, planning and monitoring delivery to agreed timescales, ensuring quality, and liaising with finance on budgeting and invoicing are key parts of the role.

As an SRM you will also be proactive in contributing to business development and work winning by maintaining client contacts and developing one or more specific areas of business development / market interest. You will also lead on a range of proposals.

Role Requirements

You must also be able to demonstrate a good level of knowledge in one or more of the relevant thematic areas listed in the job description and be able to demonstrate strong commercial awareness, being able to deliver research and evaluation in a commercial environment.

You must also have experience of managing people, including having the capability to build and develop team knowledge and skills.
