THE ROLE

 

This is an exciting opportunity for a Senior Economic Policy Executive to join the busy Industry Growth team, at the representative body of the UK’s largest and most vibrant manufacturing sector.

 

With various challenges and opportunities facing the industry, from COVID-19, the National Food Strategy, to the UK’s new trading relationship with the EU, the organisation is advertising a new role for a Senior Economic Policy Executive, with a dual focus on leading the team’s export and economic policy priorities and delivering research to support wider policy goals and highlight the economic importance of the UK’s food and drink sector.

 

Working as the Senior Economic Policy Executive you will play a key role in leading the efforts to secure additional support for UK exporters to help the industry drive the Government’s Global Britain strategy while underpinning the organisation’s credibility as a respected economic commentator. The role involves working with the organisation’s policy and media experts, member companies, Government departments, the media and a wide range of stakeholders, helping to communicate the industry’s economic importance and ensuring the organisation’s policy arguments are evidence-based.

 

As Senior Economic Policy Executive, you will:

 

  • Monitor regulatory and policy developments that concern exports and supply chain commercial relationships in the UK food and drink manufacturing industry and ensure that members and staff are kept informed by producing concise, informative and insightful briefings and news articles

 

  • Formulate policy in relevant areas on the back of effective member consultations. Communicate policy internally and externally. This will include producing consultation responses; position papers; presentations; newsletter articles; media responses; and briefings for members and colleagues

 

  • Develop plans for the organisation’s work with the Government and key stakeholders to inform the design and delivery of industry’s export support proposals and represent the interests of the organisation’s members on relevant policy issues at meetings with key stakeholders including Defra, DIT and BEIS

 

  • Manage the production of practical guidance, advice and market research on exports, working with the organisation’s Economic and Trade Analyst on quarterly Exports Snapshot publications

 

  • Effectively lead the organisation’s support of the Food and Drink Sector Council Exports workstream to deliver the Council’s strategic aims and objectives.

 

  • Work closely with the Membership and Commercial team, Professional Affiliates and other relevant stakeholders to produce an annual economic report and quarterly export performance reports to support the organisation’s commercial agenda and raise the importance of the industry

 

  • Monitor the latest official data releases and update data trackers (on prices, output, wages etc.), presenting the results to the Industry Growth team colleagues. Work closely with the organisation’s media team to highlight the performance of the industry through social media platforms.

 

  • Source official economic data, keep the databases up-to-date, conduct research and analysis to support overarching vision and the delivery of the Industry Growth Committee business plan and work programme.

 

  • Support colleagues across various teams, including Scotland and Cymru, by undertaking ad hoc research and member/industry surveys related to the economics of the industry, COVID-19 recovery, exports, trade, the National Food Strategy and EU Exit.

 

 

THE TEAM

 

The organisation’s Industry Growth team is responsible for policy and market developments that impact UK food and drink manufacturers’ ability to invest, grow and do business.  The team covers a range of economic issues including: trade and workforce implications of the UK leaving the European Union; skills and employment; exporting; and working with supply chains.

 

REQUIREMENTS

 

  • Government affairs professional with graduate degree in politics, international relations, economics or other relevant disciplines.

 

  • Professional experience in UK and EU public affairs, policy development and issue management, gained in a corporate, political, trade association, consultancy environment or government department.

 

  • Knowledge of political processes and a firm grasp of key public policy issues affecting the food and drink manufacturing sector particularly in relation to exports and supply chain commercial relationships.

 

  • Strong analytical, organisational, project management, presentational and written skills (incl. statistical and word processing packages) with the ability to credibly represent the organisation in committees and stakeholder discussions, and communicate effectively to diverse audiences.

 

  • Ability to learn quickly and solve problems using technical expertise, analysis and evaluative judgment to provide specialist advice to colleagues, members and stakeholders.

 

  • Strong time management skills with the ability to work across a variety of different policy areas and teams, managing conflicting deadlines.

 

  • Highly motivated team player with a hands-on attitude, ability to plan and effectively lead projects, industry positions and their communication.

 

  • Excellent networking skills with the ability to build and retain relationships across industry and develop opportunities to collaborate with key external stakeholders.

Role Overview

 

OCE consists of a team of approximately 15 economists, analysts and assistants. It contributes to the operational, policy and strategy work of the Bank by providing intellectual leadership on economic and financial aspects of transition in the region. OCE is responsible for research on critical economic issues relevant to the transition region and EBRD operations, macroeconomic analysis in support of country work, and relations with academia. It also leads the design and implementation of large-scale surveys (such as the Enterprise Surveys, Banking Environment and Performance Surveys and Life in Transition surveys); randomised impact studies; and the production of most major external publications produced by the OCE, including the annual Transition Report.

 

The Analyst, Surveys, contributes to the preparation, running and analysis of the core surveys conducted by OCE regularly – household surveys, the enterprise surveys, the banking surveys and various smaller surveys on specific topics – either independently or under the supervision of a senior economist. They are responsible for the independent management of large-scale datasets based on the results of several rounds of surveys and linking the results of the data analysis with various products of the Bank.  The Analyst will also provide research assistance for non-survey related projects.

 

This role will initially be offered as a 2 year Fixed Term Contract, with the potential to extend.

 

 

Accountabilities & Responsibilities

 

 • Organise and manage on a day-to-day basis large-scale household, enterprise and banking surveys in OCE, including survey instruments, supervision of data delivery, data cleaning and maintenance of datasets

• Assist with the analysis of the data obtained from the surveys

• Based on the survey data, contribute to the generation of key OCE products, including Regional Economic Prospects, sections in the Transition Report or working papers

• Assist with developing new or updated survey instruments (questionnaires)

• Assist with organisational tasks, such as managing selection of consultants implementing field work for the surveys

• Performing ad hoc assignments, including presentations and briefing notes on specific topics based on the results of the surveys

 

 

Knowledge, Skills, Experience & Qualifications

 

• Master's degree in economics or a related field

• Experience in managing large micro datasets

• Knowledge of or/and experience with economic modelling based on survey data

• Strong analytical and quantitative skills, including a strong knowledge of Stata and preferably R software

• Excellent written and oral communication skills in English

• Good interpersonal skills

About the role

We are looking for a Senior Consultant / Senior Research Manager (SRM) with a background in economics or economics policy research to work principally on projects for our UK clients. Our clients include central and local government along with a range of voluntary, community and social enterprise (VCSE) organisations. Depending on your knowledge and policy interests, you would contribute to our work in the areas of enterprise and industry, innovation, education, employment and labour markets, children, young people and families, health and well-being.

Senior Consultants / Senior Research Managers (SRM) take responsibility for managing medium and large-scale research and evaluation contracts, working with Project Directors and research teams on a range of research and evaluation projects. As an SRM you will be involved in work winning as well as project implementation from inception through to final reporting and dissemination.

As an experienced economist or economic researcher, you must be confident in designing and implementing evaluations, including developing sampling approaches, contributing to and overseeing data collection undertaking data analysis, and developing a range of outputs including reports and presentations. You will have a strong understanding of economic analysis and quantitative research approaches relevant to economic evaluations and mixed-method performance and impact evaluations.

Providing effective project and client management, planning and monitoring delivery to agreed timescales, ensuring quality, and liaising with finance on budgeting and invoicing are key parts of the role.

As an SRM you will also be proactive in contributing to business development and work winning by maintaining client contacts and developing one or more specific areas of business development / market interest. You will also lead on a range of proposals.

 

Role Requirements

You must also be able to demonstrate a good level of knowledge in one or more of the relevant thematic areas listed in the job description and be able to demonstrate strong commercial awareness, being able to deliver research and evaluation in a commercial environment.

You must also have experience of managing people, including having the capability to build and develop team knowledge and skills.

Travel may be required (usually short missions of 1-2 days and occasionally a week to 10 days for international trips).

What you'll be doing: (This is a hands on model building role)

  • Marketing analytics, including marketing/media mix modeling, predictive analytics and market forecasting.
  • Lots of Time Series Models.  These models not only address short term effects of marketing but also the long term impact on brand and competitive position.
  • Practical analytics, with an eye to generating actionable market insights that help our clients identify smarter marketing decisions.
  • Estimation of marketing impact and efficiency, return on investment (ROI), marginal return on investment (MROI), brand equity, profit, and market share.
  • Growing with the team, keeping pace of developments in relevant econometric theory to continually refine our methodology to offer our clients even better insights and more rigorous statistical analysis.
  • Using your keen professional judgment and expertise to confirm the accuracy and appropriateness of estimates, not just assuming the output of a computer package is always true or sensible.
  • Interacting with team members to communicate insights and responding to team-based feedback with refinements on the insights generated.

Skills, Experience, and Talents You'll Need:

  • You dream of econometric and statistical analysis using bigger and bigger data sets.
  • Well versed in regression techniques using panel data and time series data.
  • Some of your best friends are major econometric software packages, such as R, Eviews, SAS.  You are also well acquainted with Stata, SPSS and you know your way around Excel like it is your home town.
  • You have experienced a variety of data sources, and understand the strengths, weaknesses, limitations, potential pitfalls and errors in many marketing and economic databases.
  • A pragmatic eye toward data verification, ensuring the integrity and appropriateness of all data used in modeling and analytics.
  • If you have Bayseian econometric analysis experience we would really dig that.

The role:

You'll develop a strong pipeline of projects that address the economic infrastructure requirements of both public and private.
Ensuring the public and private sector work together to achieve economic recovery and lay the foundations for future growth.
Determine the rationale for public sector intervention and coordinate initial financial and economic appraisals.
You'll seek out investment opportunities, funding opportunities and delivery partners.


What you need to succeed:

A background as a commercial property agent, capital investment manager or project manager.
Strong analytical skills and attention to detail.
Experience of project management and financial management abilities.
knowledge of the strengths and weaknesses of the economy and property markets.


What you will get in return:

You will be offered an 18 month contract at a competitive rate of £39,168 - £43,299, depending on experience.
